Job Summary:

The Manager – Procurement & Commercial will be responsible for leading and managing the University’s procurement, commercial, and supply chain operations to ensure efficient sourcing, cost optimization, vendor management, contract administration, and statutory compliance. The role requires strategic planning, strong negotiation skills, and coordination with academic and administrative departments for smooth institutional operations

Key Responsibilities:

Procurement & Commercial Operations

  • Lead and manage end-to-end procurement activities for the University including equipment, IT assets, laboratory items, furniture, facility management services, and other institutional requirements.
  • Develop and implement procurement policies, SOPs, and commercial procedures in line with university guidelines and compliance standards.
  • Handle vendor identification, evaluation, empanelment, and supplier performance management.
  • Manage tendering processes including preparation of RFQs/RFPs, bid analysis, techno-commercial evaluation, and vendor finalization.
  • Conduct commercial negotiations related to pricing, payment terms, contracts, annual maintenance agreements, and service-level agreements.
  • Ensure timely issuance of purchase orders and follow-up on deliveries, installations, and service completion.
  • Coordinate with finance, accounts, administration, and user departments for procurement planning and payment processing.
  • Maintain procurement MIS reports, vendor databases, contracts, and commercial documentation.
  • Supervise procurement team activities and ensure adherence to timelines and quality standards.

Cost Optimization

  • Drive cost optimization initiatives through strategic sourcing, competitive bidding, and negotiation with suppliers/vendors.
  • Identify opportunities for cost reduction while maintaining quality and service standards.
  • Monitor procurement budgets and ensure effective utilization of institutional resources.

Supply Chain Efficiency

  • Ensure efficient supply chain operations for timely availability of materials, equipment, and services across departments.
  • Monitor procurement timelines, inventory movement, and vendor delivery performance to avoid operational delays.
  • Implement process improvements for procurement cycle time reduction and operational efficiency.

Supplier Relationship Management

  • Develop and maintain strong relationships with suppliers and service providers for long-term business collaboration.
  • Conduct periodic supplier evaluations based on quality, delivery timelines, pricing, and service standards.
  • Resolve supplier-related issues, disputes, and escalations in a professional and timely manner.

Contract & Compliance Management

  • Manage commercial contracts, agreements, renewals, warranties, and service contracts.
  • Ensure compliance with statutory regulations, taxation norms, audit requirements, and university procurement policies.
  • Maintain proper documentation and records for audit and compliance purposes.
  • Ensure adherence to contractual obligations and institutional governance standards.
Educational Qualifications:
  • Bachelor’s degree in Commerce, Management, Engineering, Supply Chain, or related discipline.
  • MBA/PGDM preferably in Supply Chain Management, Operations, Finance, or related field preferred.
Experience:
  • Around 10 years of relevant experience in procurement, commercial operations or purchase management.
  • Prior experience in Universities, Educational Institutions, Corporate, or Large Organizations preferred.
  • Experience in handling institutional procurement and tender management is desirable.
Required Skills & Competencies:
  • Strong leadership and team management abilities.
  • Excellent negotiation and supplier relationship management skills.
  • Sound knowledge of procurement lifecycle and commercial documentation.
  • Understanding of contracts, taxation, GST, and compliance processes.
  • Strong analytical and cost management capabilities.
  • Proficiency in ERP systems, procurement software, and MS Office tools.
  • Strong communication, coordination, and stakeholder management skills.
  • Ability to manage multiple projects and work under deadlines.
  • High attention to detail and documentation accuracy.
